The Dholera Special Investment Region (Dholera SIR), marketed as Dholera Smart City, is a greenfield industrial planned city on the western coast of the Gulf of Khambhat in Ahmedabad district, Gujarat, about 100 km south-west of Ahmedabad. It is the flagship, and often the largest-cited, node of the Delhi-Mumbai Industrial Corridor. Dholera SIR is planned over about 920 sq km, of which roughly 580 sq km is developable and about 422 sq km is designated for urban development across six town-planning schemes (TP1 to TP6). Legal basis and governance

Dholera SIR is established under the Gujarat Special Investment Region Act, 2009, which lets the state designate and regulate large investment regions. The region is governed by the DSIRDA (the statutory planning and land authority) and built by DICDL, a special purpose vehicle incorporated on 28 January 2016 and held 51% by the Gujarat government and 49% by the central government through the NICDC Trust. The Gujarat Infrastructure Development Board acts as the apex body and NICDC is the central nodal agency.

Master plan and phasing

Development is phased over roughly three decades: Phase I (TP1 and TP2, 153 sq km) holds the 22.5 sq km Activation Area; Phase II (TP3 and TP4, 126 sq km) runs to about 2032; Phase III (TP5 and TP6, 142 sq km) runs to about 2042. The Activation Area of about 22.5 sq km sits inside TP Scheme 2 and is the phase-1 plug-and-play zone where trunk infrastructure is reported complete. The Government of India approved infrastructure tender packages of Rs 2,784.83 crore for it, and matching equity of the same amount has been released.

Economy and anchors

The anchor industrial investment is the Tata Electronics semiconductor fab, approved by the Union Cabinet on 29 February 2024 under the India Semiconductor Mission, a Rs 91,000 crore facility built with Taiwan's PSMC for up to 50,000 wafers a month on a 300mm line. At full build-out the SIR-wide employment figure stated by DICDL is more than 8 lakh jobs, a planning target rather than a current total. The planned industrial area is about 11,000 hectares, split into clusters, with sectors spanning electronics, pharma, heavy engineering, auto, general manufacturing, agro-processing and, more recently, data centres.

Land acquisition for the SIR was litigated in the 2010s, and delivery has run over a long timeline with repeatedly slipping targets, particularly for the airport.
