The Dholera master plan organises the region's developable land into six town-planning schemes delivered in three phases over roughly three decades. Dholera SIR is planned over about 920 sq km, of which roughly 580 sq km is developable and about 422 sq km is designated for urban development across six town-planning schemes (TP1 to TP6). Around one-third of the developable land falls in the Coastal Regulation Zone.

The six TP schemes

Phase I comprises TP1 (about 51 sq km) and TP2 (about 102 sq km, holding the Activation Area and the ABCD administrative building), totalling 153 sq km. Phase II comprises TP3 and TP4 at 126 sq km (12,600 hectares). Phase III comprises TP5 and TP6 at 142 sq km (14,200 hectares). The three phases sum to about 422 sq km of urban development. Land use

The plan defines zones for industrial, residential, City Centre, high-access corridor, Knowledge and IT, logistics, strategic infrastructure, public facilities, sports and recreation, solar park, green belt, coastal regulation, agriculture and village buffer uses. The total industrial footprint is about 11,000 hectares, split into clusters, with roughly 3,000 hectares of gross industrial land in Phase I.

Activation Area

The Activation Area of about 22.5 sq km sits inside TP Scheme 2 and is the phase-1 plug-and-play zone where trunk infrastructure is reported complete. The Government of India approved infrastructure tender packages of Rs 2,784.83 crore for it, and matching equity of the same amount has been released.
