Buying a plot in Dholera follows a defined process, and the checks matter more than the pace.
Steps
Identify a parcel with a clear town-planning-scheme and Final Plot status, confirm non-agricultural status, verify the GUJRERA registration for any plotted development, complete title due diligence, execute the sale deed, pay stamp duty and registration, and obtain the Khata. Effective stamp duty in Gujarat is 4.9% (3.5% basic plus a 1.4% surcharge) with 1% registration.
Because Dholera is a statutory, planned region, verification is specific rather than generic. Before any payment on a plot, confirm the town-planning-scheme status and the Final Plot number of the exact parcel matched to its survey number; confirm non-agricultural status, which applies automatically to land inside an approved TP scheme but not to raw land marketed as being "in the SIR"; check the GUJRERA registration of any plotted development live on gujrera.gujarat.gov.in; verify a clean title chain (sale deed, mother deed, a 30-year encumbrance certificate, the 7/12 extract and tax receipts); and check the promoter's actual delivery record rather than its marketing.
